RecycleHowland Recycling Center

The Howland Recycling Center located at 3590 North River Road NE is open as of August 1, 2022. Drop-off bins are available 7 a.m. to 7 p.m., 7 days a week. The following items may be disposed of at the site: bottles, jugs, jars, cans and cardboard/paper.

NOTE: The recycling containers behind the Police and Fire complex have been removed.  Please do not leave material to be recycled at this location.  All recycled materials should be taken to the Recycling Center above during their hours of operation.

Leaf Bags

Republic Services Customers: In an effort to reduce costs, save taxpayer dollars and provide service, Republic Services will pick-up a maximum of 10 bags of leaves per week during your regular garbage pick-up.  All leaves and grass can be placed in paper or plastic bags. Please try to keep the weight of the bags under 40 lbs.

Pick-up begins in October and goes through December.

If you have someone other than Republic Services as your garbage hauler, you will have to check with them on their policy for leaf pickup.

Scrap Tire Curbside Collection

Howland Township conducts a scrap tire curbside collection annually for Howland Township Residents only. Please watch the Home page for dates and times when this program is offered.  The program currently allows a maximum of 8 passenger tires only, with no rims and no truck tires. This service will be done by the Howland Township Public Works Department and is made available through a grant from the Geauga-Trumbull Solid Waste Management District.

The Howland Township Public Works Department maintains the township roads during all inclement weather conditions. Our steadfast goal is to provide the public with the safest roads possible. The conditions, severity, and time periods of each event will usually dictate the department's response.

The road department traditionally uses salt as the primary de-icier throughout the township, sometimes enhancing the melting characteristics with calcium chloride during the extreme cold. Salting operations will sometimes begin when as little as a 1/4 of an inch of snow has accumulated, depending on the road surface conditions. Plowing operations usually begin after two inches or more have accumulated. Under ideal conditions, and after the majority of the snow has fallen, a minimum of eight (8) hours is needed to completely plow the entire township. Scheduling plowing operations too early during the event can result in much wasted effort and cost of materials since the crews will need to double back and re-plow the main routes before completing an entire run.

Unfortunately all streets cannot be plowed at the same time. Although weather conditions, snowfall amounts, and frequency of the events will usually impact our efforts, the department has implemented a priority system. The following outlines our general plan:

Main thoroughfares with higher traffic volume and lead to county and state routes and all steep graded roads are first.

  1. Secondary streets, those with less volume and connect to main thoroughfares.
  2. Stub-end (no-outlet) and cul-de-sacs are completed last

When all roads have been cleared, repeat passes are then made to clean them from edge to edge.

Some of the typical problems which impose difficulty for the crews when maintaining the roads during this time of year involve traffic tie-ups, parked cars and the placement of snow into the street by property owners and businesses. Snow from driveways and parking lots should not be shoveled, blown or plowed into or across the street. Also remember there is NO PARKING on any Township street during snow events. Please keep vehicles off of Township streets when snowfall is predicted. Dodging vehicles parked in the street contributes to driver fatigue and lengthens cleanup time.

Road-Clearing Responsibilities

The Public Works Department is not responsible for plowing and clearing every road within the Township, just the township roads. We do not maintain any private roads or developments. In addition, these roads are maintained by other jurisdictions:

North Road (north of Rt. 422), Phoenix Road, North River Road, Elm Road (part), Larchmont Avenue, Dietz East Road, Griswold Street, Reeves Road (portions west of North Road), Genesee Avenue, Deforest Avenue, King Graves Road, Howland Wilson (south of King Graves to East Market Street), East Market Street, Stillwagon Road, Mines Road, Niles Vienna Road, and Niles Warren River Road

Ohio Department of Transportation

Rt. 46, Rt. 82, Rt. 5, and Rt. 169 (Niles Road)

City of Warren

Ridge Road (from Rt. 422 to Draper), Reeves Road (portions west of North Road), Elm Road (part), and Atlantic Street

Mailbox Replacement Policy

The Township's primary obligation is to ensure safety by keeping roadways free of snow and ice. Sometimes, damage to mailboxes may be unavoidable because of their close proximity to the roadway. The Township has a long-standing policy of replacing mailboxes due to damage from snow plows and ice control equipment. You can find the text of the policy by clicking on the link below.

Mailbox Damage

branchesThe Limb and Branch program is a bi-annual program, operated in the spring and Fall. The fall program will begin sometime around the second week of October and the deadline dates will be posted.  See the Home page during the program months for specific dates and times.  Residents are reminded the Limb and Branch Program is for trimmed and pruned branches from trees and shrubbery. Branches from downed trees and lot clearing will not be picked up. A commercial tree service must be utilized. Limbs and branches must be root free, no larger than 6 inches in diameter and placed next to the street with the cut ends facing the street. Piles should be limited to an equivalent 4 X 8 pile of wood.

NO SUNDAY OR HOLIDAY BURIALS

Any Howland Township resident who due to medical or other reasons beyond their control are placed in a nursing home, convalescent center, extended care facility, or comparable licensed facility, or a resident that may go to a relative's home, but who had their last individual residence within Howland Township shall be entitled to resident fees for grave opening as long as the grave was purchased while a resident and they have not established an individual residence in another location.

Howland Township Public Works Department maintains storm drainage systems along the township roads. Any problems observed, flooded streets, catch basins, roadside ditches etc. should be reported to the Public Works department either by submitting a service request or by calling the department at 330-856-4037.

NPDES

(National Pollutant Discharge Elimination System)

The Federal EPA and the State Ohio EPA agencies have issued mandates to all municipalities throughout the country to comply with discharge of storm water within its jurisdiction. Guidelines established by these agencies require numerous measures to be taken by Howland Township. Six of these are:

  1. Public Education and Outreach Program
  2. Public Involvement and Participation
  3. Elimination of Illicit Discharges
  4. Construction Site Storm Water Runoff Ordinance
  5. Post-Construction Storm Water Management Ordinance
  6. Pollution Prevention and Good Housekeeping
Residents and the public should be advised that only storm rain water is permitted to enter the "waters of the state", i.e., creeks and rivers.

Typical Drainage Questions

1.  Why doesn't the county and/or township maintain these water drainage systems?

 

The county and township road departments use money from road taxes to maintain roads in their jurisdiction. These funds can only be used for water drainage systems when they lie within the road right-of-way.

2.  What are drainage easements?

A drainage easement is an area of a property that is reserved, first and foremost, for maintenance activities. An agricultural drainage easement can be an area around the following: tile, grass waterway, open ditch, or other outlet structure. The size of the drainage easement depends on the type of drainage structure.

3. Can anything be planted or built within the easement area?

It's always alright to plant grass in an easement area. No man-made objects such as buildings, landscaping should ever be placed in an easement area. Planting trees should also be avoided. If such objects are placed in an easement area, they can be removed at the landowner's cost and not be replaced. If maintenance activities require the disturbance of a grassed area, it will be seeded or sodded following completion of the maintenance activities.

Sanitary Sewers

Howland Township does not have legal responsibilities to maintain or service the sanitary sewer systems with the township or any of private laterals which connect to houses or buildings. Problems associated with these facilities should be reported to the respective entity. The following departments have sanitary systems in the township:
