Howland Administration Building

Howland Township is one of 1,300 townships in Ohio. The township form of government in Ohio predates the formation of our state government. As a political subdivision of the State, Howland Township's powers are limited to what is specified in the Ohio Revised Code, including the upkeep of public roads, police and fire protection, and zoning regulations. However, as a limited home-rule township under Ohio Revised Code Chapter 504, Howland Township has the ability to take certain actions to address local issues that non-home rule townships cannot take.

Howland Township is governed by a board of three trustees and a fiscal officer, all of whom are elected by the voters in odd-numbered years. The elected officials work in coordination with the administrator, police chief, fire chief, planning and zoning director, and public works director. In addition, the Zoning Commission and Board of Zoning Appeals are comprised of residents who are appointed by the board of trustees to five-year terms. The Township does not collect an income tax to provide services to its residents but relies on a portion of the property taxes collected by the county auditor.

The board of trustees is the Township's legislative and executive body. The trustees elect a Chair and Vice Chair from amongst themselves to conduct their meetings, which are held on the second and fourth Wednesdays of each month at the township administration building at 205 Niles-Cortland Road NE. In addition, the trustees have appointed a law director to serve as the Township's legal counsel.

The fiscal officer is independent of the township trustees. The fiscal officer has all of the fiscal responsibilities of the Township, including paying bills, payrolls, and receiving revenue as it is distributed to the Township. The fiscal officer's responsibilities also include keeping accurate record of the proceedings of board of township trustee meetings. The current fiscal officer is Robert Costello.

Howland Township was selected as a winner in the sixth annual Red Carnation Community Awards competition of the Ohio Development Association (ODA). The awards competition is sponsored annually by the ODA to recognize the outstanding economic community development efforts of Ohio communities. (Watch Video Below)

Howland Township was selected for its achievements in economic/community development, education, health and medical, and recreation and travel. Community representatives submitted written documentation and a video presentation, and participated in an interview with a panel of judges from outside of the state. The award was presented by Director Joe Robinson, Ohio Department of Development, during the Awards Luncheon of the 1998 ODA Annual Meeting and Fall Conference on Monday, October 19th at the Holiday Inn in Worthington, Ohio. Representatives of the community who made the presentation and participated in the panel interview process were: Rich Baringer, Rick Clark, Pat Crowley, John Emanuel, Darlene St. George and Sally Wehmer.

Since the award was first presented in 1992, eighteen communities throughout the State of Ohio have been recognized. This year there were seventeen entries for the award and four communities were recognized. In addition to Howland, Wood County, Waynesville and Westchester received the Red Carnation designation. Howland's entry was put together by a committee comprised of representatives from business, industry and the community. The ten minute video and written documentation were produced by Vic Rubenstein and Associates. The material produced for the award entry will be used as a marketing tool for economic development and for use as an informational vehicle. The Township is proud to be the recipient of this award, and it is further recognition that Howland has much to offer in the areas of economic/community development, educational opportunities, health and medical resources, and recreation. Signs identifying Howland Township as a "Red Carnation Community" will be posted throughout the Township.

Founded in 1980, the Ohio Development Association is a professional association for economic development practitioners and others committed to the economic growth of Ohio's communities.

Howland Branch Library is located at 9095 East Market Street, one mile East of Route 46. The current facility officially opened its doors in April 1998 and employs a geothermal heating/cooling system. It offers story times for children, has a meeting room for 40 people, as well as smaller study rooms. They also have computers to access the library database and the Internet.
