In accordance with the provisions of the Ohio Revised Code, Chapters 519.04 – 519.12, the Howland Zoning Commission will accept public comment regarding the proposed rezoning of more than ten parcels within Howland Township. The proposed rezoning affects six areas of Howland Township:

  1. North side of North River Road in an area including the southerly part of Spring Run Condominiums and River Glen Condominiums - Map
  2. Small portion of a parcel within the Avalon Golf and Country Club - Map
  3. Parcels in the vicinity of the Northeast corner of East Market and North Road - Map
  4. Parcels on the east side of Niles-Cortland Road SE, in the vicinity of Hidden Hills Drive - Map
  5. Parcels on the east and west side of Niles Cortland Road SE, south of Mines Road - Map
  6. Parcel at the southeast corner of SR82 and Howland Wilson Road SE - Map

Approval of the rezoning is considered an amendment to the zoning resolution and map. The proposed zoning amendments are available for public examination at the Township Administration Building, Monday through Friday from 8:30 am to 4:30 pm., or at www.howlandtownship.org. After the conclusion of the public hearing, the matter will be submitted to the Board of Township Trustees for its action. Case 18-A-10: Variance Request –North River Road (River Glen Drive), Parcel ID# 28-107715, Warren, Ohio, 44484.


               Location:           ± 6.958 acre parcel situated approximately 485 feet north of the intersection of North River Road and River Glen Drive.                                

               Zoning:                 R-A-1, Multi-Family Residential (3-6 Family Units).

               Request:                Variance from the Howland Township Zoning Resolution: Section 4.03 (N); General Provisions; Secondary Access Road.  Applicant is seeking relief from the requirement that residential developments with 25 or more residential dwelling units require a secondary access onto the site for the purpose of public welfare and safety.

                Location:               + 0.3359 acre parcel situated on the north side of Carriage Hill Drive, approximately 205 feet west of the intersection of Howland Wilson Road and Carriage Hill Drive.

                Zoning:                 “R-1” Single-Family Residential.

                Request:            Variance from the Howland Township Zoning Resolution; Section 4.06 (A) (3) (a); Fences and Walls, which limits a fence to a maximum height of three (3) feet in a front yard. Applicants request a variance of three (3) feet to allow construction of a fence six (6) feet in height within the front yard.
